Virginia Independent Clinical Assessment Program (VICAP)
RBHA - Child Mental Health Division provides Independent Clinical Assessments for Medicaid-funded Therapeutic Day Treatment Services (TDT), Intensive In-Home Services (IIHS), Mental Health Support Services (MHSS), and Residential Treatment (Levels A & B) for youth who are residents of the City of Richmond. As the local CSB/BHA, the RBHA has been tasked with independently assessing all youth, prior to receipt of these services, to determine eligibility. The Independent Clinical Assessments will be conducted by a LMHP or a License-Eligible Clinician, either employed or contracted by the RBHA, to provide this service. Specific components of the Independent Clinical Assessment include assessing clinical needs through determination of the presenting problem, prior mental health treatment, family composition, developmental history, educational status, living situation, legal issues, substance abuse, and resources/strengths. The Independent Clinical Assessment will be completed with the child and parent/guardian in a face-to- face interview. The Assessment Clinician may recommend any of the following:

MHSS
Psychiatric Services
TDT
Residential (A or B)
Outpatient Therapy
IIHS
Other Community Services, as needed
